F419 attachment revision history

I'm New Here
I'm looking at a 1993 RV4 and found the tail attachment was done with a single bolt on either side through the longerons. Was this design updated in later revisions? The pics attached show the method in question (maroon) vs what am I am used to seeing (white).

Is this design structurally sufficient and if not does anyone have suggestions for a fix? I intend on doing light aerobatics at a minimum at some point.

Looking at the plans links... the plans certainly didn't call for ... what... 4 washers? stacked up.
Early 6 instructions described how to set the HSTAB angle in flight testing. So *some* shimming was considered. But I wouldn't shim with a stack of washers, and that looks like a lot of shim compared to the plans.
 
Along with the washer stack that edge distance in the bolt is questionable and it there a missing rivet as well
