Attaching counterweight to counterbalance rib in RV-14A rudder assembly

Step 9 on page 07-04 of the RV14A Rudder Assembly plans says to final-drill one hole, attach hardware IAW page 07-11, final-drill the other hole, then separate parts and debur.

I’m confused. Am I supposed to attach the nutplates to the nutplate strip, then screw into one of them before drilling the other hole (through the other nutplate???), then separate and debur? Wouldn’t that defeat the self-locking nature of the nutplate’s non-circular threaded interior?

You are just match drilling the missing hole in r912. Nutplates are reusable as well, yes the first screw in is harder, but it’s still locking afterwards.
