What is this???

By the way, I don't fly at night but how do you turn on that eyeball light on the roll bar? I have the Skyview Classic. No interior lighting switches. Just curious!
 
I have to say that is the sloppiest mounted camera mount I have ever seen. Im sure you can pop it off and figure out a much better way to do it. I have a 9 but it looks like the same center piece from the roll bar to the baggage area. I put a camera mount on it because it was easy with just a flat piece of aluminum bent on a 90 on each side. Then I mounted an adjustable mount on that and it works great for an interior camera. I will take a picture of the mount next time I am at the airport. If it ever stops snowing out here I may be able to get a flight in!!

The previous owner installed that eyesore. It will be gone post haste.

Sam Buchanan below correct answer. Comes on with Nav or Nav/strobe switched on.
 
What are the other two rods coming from the top of the baggage bulkhead at an angle in each direction?
