F-12113 missing?

Page 21iS/U-20 and 21 reference part F-12113 multiple times, but I can't find it either in my parts bin or even in the Fuselage packing list. It's not in this list either: https://vansairforce.net/community/showthread.php?t=36337

Did a VAF and Google search, that part number doesn't come up at all.

Did I miss a fabrication step?

Yeah, I figured out what it was by looking at other plans. But that doesn't help that I don't have it...

On Page 21iS/U-21, there are two predrilled holes that are used to Cleco the F-12113 to the F-01276-1 bottom skin. If you’re building a 12iS and don’t install the F-12113, what are those two holes used for?
