Wire # B11?

What's the scoop on wire B11 (start relay to jumper post on Skytec starter)? My starter says leave jumper on for 12V. Plans say: B11 from "I" terminal of start relay to jump post on starter & remove jumper. That ain't right is it? shouldn't "I" terminal go to ground and jumper remain in place?

Last but not least

Thanks. The very last reference picture is key. Still not quite right for me though cause I have a 4 pole Starter relay, but explains the stupid B11 wire. Are you guys using an arcing diode on your contactors (starter/master)?
