When to dimple?

I'm New Here
I am working on my rv8 right elevator. The instructions call to put in 2 rivets on each side of the skin through the counterbalance skin. After I do this I will have holes outboard of this that are not dimpled the ones that attach the fiberglass tip later on. My question being is it ok to dimple 2 layers at a time elevator skin and counterbalance skin? Or am I needing to drill and dimple these separately before I put my rivets into the skin. Thanks in advance

I prefer to dimple the pieces separately when possible because I can use a dimple gauge for the best fit, but you can dimple the 2 parts at the same time.
 
If you try and dimple two skins at once you will find it does work on very thin skins to some degree, but the dimble will never be as crisp and tidy as the dimple you will get if you do the skins individually.

Plan ahead. Read the plans. Make sure you know what it is you're trying to achieve and you should never end up in this situaiton in future.
