When do you rivet these holes (around door)

I'm getting ready to do my windshield fairing and I still have open rivet holes around the door that were used for door trimming.

The holes are left open in 29-17 (Fuse Side Skins) and 41-9 (Upper Fwd Fuse).

I don't see any reason to keep them open, but I can't find the spot where it says it is ok to put the rivets in. Can someone point me in the right direction to that reference?

When you are finished using them for Cleco / clamping point during the door installation.
