Is there any software available to facilitate the creation of load sheets and fuel quantity diagrams that can be printed and inserted into the aircraft's binder, as well as submitted to the authorities?

Excel

I built mine in Excel and then used the numbers for foreflight W&B. I can bring the spreadsheet up on the iPhone from files.
Pretty straight forward.

If writing your own Excel program, don't forget to have it (automatically) re-do the cg calculation at zero fuel.
