Torque on front wing tank to fuselage bolt

The bolt is an AN4 and I remember reading that the bolt does not get torqued to the normal AN4 torque of 50-70 in-lbs. Do you snug it to half the normal torque spec?

Your installation is not built per plans.
There is supposed to be a K1000-4 nut plate, not a standard nut, a larger area (AN970) washer, and a drilled head bolt.
This was specific to the design, with the nutplate oriented horizontally to help prevent the bolt from tilting and or digging into the bracket surface when a tension load was applied to the joint (as would happen when an impact load bent the wing aft) and causing additional friction in the joint.
The instructions for a properly built attach system say to tighten the bolt until the washer can't be rotated with your fingers, and then safety wire the drilled head bolt (because it is not torqued to full value).
