I've put a bit of effort into making an improved step installation. You can read about it on my website, it has it's own page: Custom Step Installation. This may be wasted effort but it's light and I had to try. I haven't asked the guy who did my machining (he's an RV-7A builder) if he'd be interested in producing the plugs or drill guides or how much they'd cost, but I will and post his answer here.
