caveat - I've never used this in an aero context.
On the boat, we use a Loos gauge to set shroud tension. Not expensive, and works well enough for a boat, maybe planes too? It works a bit like a beam torque wrench. Most marine stores will have them, and they come in various sizes for the cable in use.

I am scratching my head trying to figure out where (your byline says ‘RV10’) you would need a tensionometer?
It also says he's building a Zenith cruzer.
