I'm hoping for a DIY solution before I hire this out.

Right wing strobe/position lights have a mess of caulk on them. In order for the position lights to turn on, the landing light also has to be on. This alone might be liveable... but when the engine is running there is static in both coms when both those switches are on. This does not happen on the ground running on the battery.

What might the issue be?

An easy thing I could try is changing just the position/strobe light but I suspect that would just be throwing good money after bad.

Could be the grounds, especially if the lights are grounded locally verses back to a common grounding point typically on the firewal.

This does not happen on the ground running on the battery.

Does it happen with the engine running and the alternator off?
