Yes, that's a symptom. Go try a new solenoid and report back please.

Also, once you have the old solenoid removed, get a feel for how the plunger moves in and out. Most of them are sticky, like not smooth in motion.

I removed and replaced today. The old solenoid didn’t seem particularly sticky.
Hopefully the replacement fixes my issue. It did ops check good.

I recently changed the solenoid on a forward induction IO360 without removing the starter. It was on a RV8A and the solenoid part# SS754 (Standard Motor Products) symptom was "click" without rotation.
