Skin question

For flight control surfaces when you mount the skin to a skeleton are you match drilling dissembling and then deburring ? Or just deburring prior to assembly and only assembling once ?

In the manual it really seems to indicate the later...

I've been doing the later. However, I'm also doing some priming, so my workflow is more like this: Deburr prior to assembly, assemble to test fit, disassemble, prime parts, reassemble, rivet.
