Service Bulletin Minimum Certification

RV-12 Service Bulletin 13-2-6 states the minimum certification for cooling hose replacement as "Owner and SPC, LSA-RM...". What does "SPC" stand for?
 
Sport Pilot Certificate - minimum. And that's for SLSA. For ELSA, anybody can do it.
