Safety Wire and Witness Marks

I have an acquaintence who has created his own plane. He is about to have a DAR give it a once over.

I'm not real familiar with the process, but I suspect he will get his hat handed to him by the DAR, as I see NO witness marks nor safety wire of critical bolts and nuts.

That got me to further thinking (a scary thing): What is the deciding criteria for what needs to be safety wires and what needs to have a witness mark?
 
In general if it had a torque valve then I used witness marks. If the plans called for or if the bolts had holes for safety wires I used them. A lot of FWF items I asked A&Ps if I wasn?t sure.
 
if a bolt goes into a lock nut, it does not need safety wire. witness marks are a good technique, but not required as far as I know.
