Yes, it should not move, and should be fixed. Check this recent thread.

Mine was loose when installed, and I had to spend a lot of time bending the tabs and enlarging the holes in the muff to make it tight. If it gets loose over time with vibration, I'll replace it with one of the higher quality units.
