Rudder stiffeners, 2 holes - 1 rivet.

Page 07-09 step 3 says to only rivet the forward of the 2 holes in the aft end of the rudder skin stiffener. I can’t find where the 2nd hole is riveted but it seems strange to leave that hole empty. Did I miss something?
