Rivet Wing Ribs after match drilling skins

Working on my RV-9 now and I see the recommended sequence is to match drill, debur, then rivet the ribs to the spars before doing any work with the skins.

Seems like deburing and dimpling all the skin→rib holes would be easier if everything could be disassembled.

What am I missing that makes it worth doing most of the skin work with ribs in-situ?

Because the skin is match drilled to the substructure after it's assembled. Then the skin is removed to prep
Deburring the holes is no problem. I used a 90 attachment with a speed deburring handle.
