Rear seat attach

Do I use strips of Velcro glued to the rear seat floor pans to secure the seats to the floor pan?

Are you talking about the seat cushions? If so then yes if your upholstery has velcro on the bottom. That area is covered by carpet in my plane and the carpet is attached to strips of self-adhesive velcro (hook side) strategically placed on the seat pans. My cushions have strips of velcro (again hook side) on the bottom that grab the carpet.
