Step 5 asks you to final drill every hole except for the highlighted 2 holes.
Page 38-15 we then countersink the open holes as indicated in step 1. the highlighted 2 holes being part of that countersink step.
The problem for me at least, is the countersink nipple is larger than the hole.
The next step for these two holes is on page 38-27 where the canopy wear strip is installed.
Builders option here would be to upsize the hole just slightly to fit your countersink nipple.
hold off on countersinking until after the wear strip is final drilled.

My fix was to use the "special wedge" countersink we made for the trailing edge wedges as that has a smaller nipple.
