Page 30-06 "Do Not Rivet" Clarification

Hi everyone. 14a Fuselage instructions page 30-06 Step 4 instructs us to mask "DO NOT RIVET" areas. There are two holes they mask on outboard side of each shoulder harness lugs (I marked with red arrows). However, the instructions never tell us to go back and rivet those holes or the purpose of why they do not want us to rivet them. I went through the entire fuselage instructions with no reference to these holes. Can someone help me to figure this out?
