Page 08-04 Step 2 (AST Assembly)

The riveting of the hinge leaves the hole close to the control horn in a kind of limbo as it is not covered by the hinge. As the manual does not mention it, I wonder if I should put a rivet or wait for a later section like the mounting of the AST on the Stabilator?

Look on page 11-04. It shows that the AST goes together with that hole still empty, if I'm reading it correctly.

Must be a tooling hole.
