"Missing" rivet in T-1205 fuel tank bracket

Figure 3 on page 37-02 says to leave open a rivet hole in the top row of rivets connecting the t-1205 tank bracket to the fuel tank. I can't find anywhere that a rivet is ever installed. Am I just blind, or is the hole never riveted and just filled with proseal?

You'll need to put a rivet in it. There were no rivet holes left open.

Leave the hole open at Step 11. It get filled when you install the baffles at Step 2 on Page 37-03.
