Install W-1025A Flap Hinge Bracket bushings now instead of later?

The RV-14 KAI calls for installing the W-1025A Flap Hinge Bracket bushings in the flap build section (pg 21-12, rev. 2, step 1):

It seems like it might be easier to install those bushings now, while I'm working section 14-Wing Ribs, before those brackets have been attached to anything. Is there a benefit/reason why this step has been deferred until section 21?

The slots in the bottom wing skins (section 20) need to be able to slide over the flap hinge brackets. The bushings stick out just far enough to prevent that - at least they did with mine. Your bottom skins may slide over the bushings just fine. I could have forced mine but chose to remove the bushings instead.

I installed mine early, and was able to get the bottom skins on-and-off by sliding the skins at an angle, and flexing the sides of the slot forward on one side, and back on the other side. I didn't want to rivet the bottom skins on until the very end, and needed to be able to mount the flaps to check the aileron alignment. Also, the Aileron Actuation chapter was much, much easier with the bottom wide open, as opposed to working through the access panels.
