My thoughts are... that they are sized very specifically for a flow rate that matches the requirements of the Rotax 912ULS engine at takeoff power.
There are engineering reasons that you are directed to seal certain portions of the baffles, and then be certain that you have not sealed others.
They are big enough to feed any RV engine available. They would flow lots of gals per hour. I'd say they are to help ensure enough fuel is available during prolonged climbing.
