So the plans say to omit these rivets (Note 1, the six ones in the rectangle). Does this apply to both sides? The pattern is the same, but the drawing only shows it on one side. Just wondering if you all could help me out before I call the mothership.

You'll probably need input from someone who is building or has built a tip-up. My build is a slider. I would say in general though since the drawing shows both sides an only one side has those rivets called out as not being installed that I would only not install them on the one side. There are many places in the drawings where only one side is shown in a drawing and it can be assumed that the same operation is done on both sides. In this case though both sides are shown and only one is marked for Note 1. In this case I would only omit the rivets on one side. Take that for what it's worth.

Dwg 48 7-B shows the 2 bolts that go through these holes - both sides !
The 6 rivets pattern on pilot side get longer rivets + brackets

The group of 6 rivets is only left out on the left side, but not on the right side, just as indicated by the drawing. The left side has the hinge bracket for the tip up latch mechanism that uses those six holes. The group of 2 rivets that are also circled with a “note 1” callout are left out on both sides for bolts that attach the bushing blocks for the canopy latch bar that goes across the fuselage.
 
If you’re building a slider you can disregard the note 1.
Note that note one says “it installing a tip up canopy”.
If you are,Drawings 48 and 49 will help you with the answers.
This is the fun part of building. It gets harder the farther you get into your build.
But its all part of the fun and a means to an end and first flight.
I can’t wait but still have a was to go. Just mounted the engine.

One other thing. If you are running your static tubing along the bottom of the
Longeron. The drawing nor instructions tell you to drill a hole for it.
It’s way easier to do now than after the fuselage is together.
Guess how I found that out? lol. You can run it before you install the turtle deck.
