F-14117 ELT Antenna Bracket and Paint

Can I paint the ELT Antenna Bracket or does it need an electrical connection to the antenna?

I looked ahead in the instructions and found the answer:

Step 1: Clean or sand off any paint/primer to expose the bare metal on the bottom of the F-14117 ELT Antenna Bracket where the attaching washer and nut will make contact. See Figures 1 & 2.
