Countersinking screw heads in skins

Building a 7A. I’m preparing to countersink the #10 screws that attach the out riggers of the landing gear to the side skins. When countersinking screws, should the heads be flush with the skin, or is best to leave them a little proud? Just seems like a deep countersink for such thin skin.

The majority of the strength in that load path is the screw fastener to the lower longeron so either way is fine.
