Center Section bulkhead

Page 20-03 Step 1

The center section of the bulkhead is clecoed to the skin and the 1240-D is also attached. The bulkhead appears to be tilted even though the skin is aligned with the edge and AN4 temporary bolts are aligned. Is this normal. I did not want to drill the holes before I am sure it is lined up.
