Can't get to last pop rivet on Rudder bottom ribs

Step 3 on Page 07-10 says to attach the two Bottom Ribs together using pop rivets in 11 holes. The 10 aft ones were easy but I cannot get to the forwardmost one because the rudder horn is in the way.

Is there a trick to doing this one?

Try using a wedge to angle the gun. You can also try a Swivel Head Hand Riveter.

Pulling wedge either made per Chapter 5 or from Cleaveland Tools.
