You will need to define "value". I'll go out on a limb and say those of us that went to Evoke got a lot more "value" than it cost. Others will disagree. I stand by the statement however. My son's RV-7A painted in 2018 still looks like new and my RV-10 painted in 2022 looks even better. Both are hangared and cleaned often, though.
Cascade Customs in Bend, OR does excellent work, as does Fulltron in Springfield, MO.

Corona Air Paint did good work on my RV12is at a reasonable price.
Assuming you are actually asking about "Best Value" and not meaning lowest price, I strongly recommend Evoke in Alabama. Their price is not known for being the lowest but in my view it is a great value. No add-on surprise prices. Marvelous work. To me it was the best value.
I do hear great things about Evoke thank you.
My recommendation is Fulltron Aviation in Springfield, MO. I consider their work to be superb. I'm a 2 time user of their services. Marlin, the owner is a straight shooter and all around nice guy. Doesn't hurt to ask him. Springfield MO is pretty much in the center of the CONUS.
I hangar close to Corona Aircraft Paint and I see a lot of brand new and 2nd hand RVs getting painted by this shop. They do a great job and the people there are very friendly.
Two time offender at Evoke. I loved the work they did on my RV-14A in 2001. Came back to them this year for my RV-10 and they were even better this time. Not the cheapest game in town, but HUGE amount of value.
Check out their YouTube channel. They post almost every week. My RV-10 was the primary subject on a couple recent videos.

Notice almost everyone has defined "value" as their emotional pleasure somehow quantified.
Personally, from a strictly economic point of view, I would define "value" as the inverse of price of a paint job divided by the number of years it lasts before needing to be re-done, not because of looks but because the paint is no longer doing its primary function of protecting the aluminum. By this criteria, I suspect the best value is somewhere in the middle range. Cheap jobs that flake off in 3 years are not much value, nor are super expensive jobs that last 20.

The OP needs to define what he's after. An award winning paint job at an eye-watering price? An inexpensive paint job that looks good from 20' away and flies just as well as the expensive paint job? Or something in-between? Is the goal to have a tidy airplane or is the OP on a quest for an award at a major airshow?
Two thumbs up (for two planes painted) for Jonathan and crew @ Evoke. The 14 will end up in his shop as well at some point in the future. He does great work!
As far as value, I was quoted 10K for a single color for my rv-14A at Sunquest at Paine Field in Everett WA. I added the clear coat for 2k extra. This was about 6 yrs ago and the paint looks new after 6 years on a tiedown outside. At the time they were mostly painting commercial (eg FedEX, etc) and helicopters. I did the remove/replace of the control surfaces and fairings myself.
Total down time was 2 weeks

Sounds like Corona might be worth looking at since you're on the West Coast.
