Baggage Floor Nutplate

On Page 32-05, Figure 2, there is a nut plate, K1000-08D, around the access cover, with2 designations for attaching?

AN426AD3-3.5 and 2X CCR-264SS-3-2?

Why?

I think that is an alternative rivet if there is interference. It has been a while since I did that work..
 
If I remember right, it was impossible to get a squeezer in there and I wasn't going to make a custom bucking bar so a pulled rivet was the right answer for me. Remember, you're just trying to hold a nut plate in place and keep it from rotating while you install a screw. It's not critical.
