I don't understand the use/procedure of the "E-Drill Bushing". I've inserted it through VA-146 enough that its in contact with WD-605-L.

Figure 4 indicates the the VA-146 is 1/4".

My guess is that I drill a #30 through the bushing which creates the match-hole in WD-605-L?

If so, does the bushing become a "sacrificial lamb? After creating the match-hole, do I drill out the bushing from VA-146?

I suspect you are supposed to use the bushing to locate a matched hole in the WD-605. Your initial drill size should match the inner diameter of the the bushing. This protects the bearing yet still creates the center reference on the WD-605. Then that hole would need to be opened up in the WD-605 to 0.25" to fit the AN4 bolt. The bushing isn't sacrificial, it is simply used as a guide. You shouldn't be removing any material from the bushing.
 
The busing should just slip into the bearing - mine didn't quite. Had to chuck it in the drill press and sand it a bit.

I also had to ream out the busing to fit a #30 drill through.

 
The bushing is just a drill guide used to create the hole and will not be used after as the bolt used will be the size of the bearing hole.
