RV-12, Notification 14-08-07

Can someone explain this notification. The notification seems to be saying that wheel pants and noise gear fairings on the RV-12 are no longer optional. But are now required. Am I interpreting this correctly?:confused:
 
Still a little confused

Is the purpose of the notification to ensure that if the pants are installed AFTER the airworthiness is issued, that the aircraft's weight and balance are updated appropriately? Otherwise, I'm wondering why this was even issued.
