What’s the application of this hinge? I can’t think of any hinge pins, on the 14, that aren’t safety wired, held in place with stops (cowling) or are manipulated in to place like the seat base.
Easiest thing would be to put a 90 degree bend in it and safety wire, like the elevator trim tab or drill a small hole and cotter pin it. If you flare the ends it’s permanent.

Sec 28-09, Step 31. I've figured out that the Vent Brackets hold that hinge pin in place. (Though the astute observer will note that I cut the hinge wrong. Sigh...)

Same page 28-09 step 3, don’t discard the hinge template. Put it under the hinge as in the picture. This will prevent the flap from getting hinge bound and allow it to seal better against the firewall.
