Elevator Question

Hi everyone, not seeing any place it specifies if the skins 1001B go beneath the 913 tip rib skin or on top? It looks like the the top skin is going on top but this would have air flow with a seam on top, which isnt the best method. It would need to be filled with something for sure.

Also does the inner rib 904 fit inside the front spar? I dont think it would fit on the outside of the spar but I wanted to ask before I go anything further. Thanks

Okay dang that def shows it, I read ahead some guess I didnt go far enough. I dont remember seeing this. I may need to check my plans I have two sets.
