I have been told that the person I am dealing with is new and to have patience with her.
She has told me to wait for a template.
Do I just need to tell her that others are telling me the template is there?

My thinking, if I am 90% there, is to help make the other 10% happen by giving my ASI people as resources and documents as resources, and to show that this has been done and I ought not have to wait. If providing her such things is not going to serve as a resource I do not understand the rationale.
What would you do in my shoes?

How long ago were you told they were waiting for a template?
The AWC system was update with the new operating limitations templates last Thursday (Feb 5th).
If someone with the authority and access to do so, goes into your application and clicks on the
Generate Output tab, it brings them to a menu of all of the operating limitations that are listed in appendix D of 8130.2L.
The person then works their way down the list clicking the select box of ever limitation that is listed to apply to a certification under FAR21.191. Some of them only apply to specific sub parts of 21.191. For those, they would select only the ones that apply to 21.191(g).
Once they have gone through the entire list, they go back to the beginning of the list and click on
Generate Operating Limitations.
They then scroll down and click on
Special Certificate, this will show the draft copy of the certificate. They should read through all of the limitations and fill in any Blank line areas that indicate that info specific to the aircraft needs to be entered (For an Amended certificate, I am pretty sure none of the limitations will require this but I haven't done one for a while so I'm not positive). Once they are happy with them, they click the "
Sign and Issue" button and they are done. This should automatically generates all of the limitations that you should have on your certificate.
If they are not able to properly select them from the list based on what FAR you are certified under, then someone in their office should probably be looking over their shoulder and giving them some OJT.
