More torque question: stabilator pulley bolt

For the AN4 bolt holding the pulleys, is it supposed to be torqued to the standard value? Wondering if it’ll clamp too hard onto the pulleys. Thanks!

If I remember correctly there is a bearing on axle in the pulleys. Therefore torque to standard as it will pull up against axle. If pulleys get tight and hard to turn something is wrong.

Oh, thank you. I didn't inspect carefully before putting them in. Thought they'd rotate directly over the bolts 😂.
