I see no reason to turn it off, and turning it off would increase the likelihood I'd accidentally leave it that way the next time I start up...

On. Doesn't leak so no reason to turn off. One less point of failure (of my brain remembering to turn it on).
I figure there are only so many times you can operate any valve before either the stem or seat leaks, so I only close it for maintenance or if there is an emergency.
