Yes, not included - sourced separately. You will need to do some research on the actual 3M part nomenclature as words like red, brown, tan, fine, medium will not be helpful to find the desired wheels.
The two 6" wheels offered by Cleaveland are representative what you might want. I have these two on a HF buffer - the cheaper one. The 7A (medium) wears like steel - it will polish a file easily.
