Wing Root Nutplate rivet holes

So, I'm at the part of countersinking all the holes in the wing root area. There are two things the plans don't mention by I ASSUME are needed to be done.

1) The nutplate rivet holes are present in the doubler and top skin, but not the rib itself. I assume these need to be match drilled.

2) Once that is done, I assume these rivet holes need to be machine countersunk like the other AD3 rivets where the top skin and doubler overlap.

Can anyone confirm this? I will call Vans shortly if no one remembers.
 
I'm assuming you are on the top skins, section 16? If you look ahead to section 20, page 5, step 6 - the equivalent steps for the bottom skin - you will see that your assumptions are correct.
