Wing root brackets

I have a quick build fuselage. Can the wing root cover brackets (the ones that attach to the fuselage) be installed before working on the wings (or is it needed for the wing root cover allignment). The plans call for AN 470 rivets for the lower forward brackets. I would like to install the seat pans, but it looks like the brackets need to be installed before the seat pans for access to the rivets. So I figure if its not an issue, I could install those brackets and then the pans, etc.

It will be a pain to install the nutplates in those brackets if installed.
