Vented fuel cap

Is this metal pipe coming up from my fuel tank a vent? And if so, does that mean I don’t have to drill a vent hole in the new cap I just ordered?
 
Older RV-12 versions had one large diameter (@ 2" ??) fuel filler pipe located on the right-rear-top of the fuel tank. It was capped off by a VENTED fuel cap. The holes in the VENTED cap are the sole means of venting the fuel tank as fuel is consumed and are required for this fuel tank version. The associated fuel filler cap opening should have a warning decal specifying the need for a VENTED fuel cap.

Later on Van's improved the fuel tank's venting (and filling) capability by offering an alternative fuel venting tube system (https://www.vansaircraft.com/service-information-and-revisions/37/) that specified a NON-VENTED fuel cap. In this version a second dedicated fuel tank venting system utilizing a secondary smaller set of vent tubes is employed.

Be sure to get a full set of plans for your new-to-you RV-12 aircraft and verify exactly what modifications and improvements have been installed on your particular aircraft.
