Trim tab clevis washers question

Just installed my trim cable. Do the tiny washers go inside the clevis or on the outside? I figure one should go between the clevis and the cotter pin, but what about the other? Thanks!

I don't know the right answer but I just put one on the outside between the cotter pin and clevis. Even if you put both washers on the inside, it still wouldn't take up the slack, so I figure they weren't meant to be there.
