Torque for counterweight bolt / nut

As I finish the elevators on my 7A the plans call for installing and tightening the bolts / nuts that hold the counterweight in place. The plan calls to use an AN509-10R24 bolt, a washer and an AN365-1032 self-locking nut. I went to AC43-13 to check for the torque values, but could not find a specific value for this nut / bolt combination. Further, with self-locking nuts the books states as long as three threads are through the nut the length is okay but I could not find a specific torque value.
Could someone point out to me what I am overlooking? Thanks
