Stop the bleeding!

Looking for some sage advice re bleed through on my canopy skirt. First: what is the cause? I spent a lot of time filling and sanding this part. It's been sitting around for over a year with this filler-primer coat. Underneath is epoxy/micro fill. Pretty sure I wasn't into Bondo back then, but really can't remember.
Plan to use one-part poly for final coat. Am I looking at sealing it first? If so, with what?

BTW, I will NOT be building a paint booth or donning a spacesuit to paint my fiberglass parts.
