stabilator tips

i am about to start building my hor. stab.from the pics i have seen of the tip mod my build will be the same with or without the tip mods later. it appears the mod installs over a completed stab. can anyone confirm this?

Yes, Bob. Confirmed. Build the stabilator per the plans. Then the stab tips are riveted/screwed on long after the fact.
