Stabilator Hinges Fitting

Started to check fit the F-1211 assembly hinges (pg10-05) and did not like they way they fit. So referring to pg 09-07 it states that brackets should not yield to the bushings. The bushings are exactlly 21/32 and the bracket is 20+/32, question is should I make the bushings 20+/32 or spread the brackets to accept the bushings?:
