Slider Track question

I'm working on riveting the Slider Track to the Track Spacer. DWG 43 show a rivet spacing call out of 3X 1 9/16 and 9X 1 15/16. If I start at the aft end, I have about 9" at the front that has no rivets. This doesn't make sense, what am I missing?
